With Halloween approaching, the Moselle prefecture is stepping up its prevention measures. In a prefectoral order issued on 26 October 2026, the prefect Pascal Bolot introduced several temporary restrictions to prevent public disorder and limit the risk of incidents during the festive weekend.

The measures cover every municipality in the department, including those in the Three Borders area.

Bangers and fireworks: tighter restrictions!

Throughout the period covered by the order, buying and selling category F2 and F3 consumer fireworks and pyrotechnic articles is prohibited.

Possessing, transporting and using these fireworks is also banned on public roads, when aimed towards public spaces, at venues hosting large gatherings and in their immediate vicinity.

Another key provision: carrying fireworks and pyrotechnic articles of any category on public transport is prohibited.

Transporting fuel also affected!

The prefecture has also introduced a ban on transporting fuel in portable containers.

Jerrycans, cans, bottles, collapsible containers or any other receptacle intended for carrying fuel are covered by the measure.

The aim is notably to prevent the risk of arson and the dangerous use of flammable products.

Halloween: a reminder of the safety rules!

Beyond these temporary restrictions, the authorities are also reminding the public of certain rules that apply in public spaces.

Concealing one's face in a public space is an offence punishable by a fine of 150 euros. Carrying a weapon, even an imitation, is also prohibited and can lead to criminal penalties of up to three years' imprisonment and a 45,000-euro fine.

A festive weekend marked by responsibility

These provisions are intended to allow families, children and organisers to enjoy the Halloween festivities in good conditions.

In the area's municipalities, where numerous events are being held to mark the occasion, vigilance and respect for the rules remain essential.

The prefecture is therefore calling on everyone to act responsibly so that the weekend remains a time of conviviality and enjoyment, without excesses or endangering others.

Period of application: from midnight at the start of Friday 30 October 2026 until midnight on Sunday 1 November 2026.
